Here are some data about the Parity Committee's work or regarding the building service industry on the territory covered by the Decree respecting building service employees, Montreal Region.


  • In 2017, 1,410 employers were listed on the territory covered by the decree.
  • The total payroll of the employers is worth 367 million dollars per year.
  • 79.6% of them hire less than 10 employees, which corresponds to 15% of the labour force.
  • 1.9% of the employers have more than 100 employees and they represent 53% of the labour force.
  • 28.9% of the employers are established in Montreal.

  • Each month, 15,864 employees carry out an average of 1.69 million of hours of cleaning work covered by the decree.
  • 48% of the employees carry out heavy work of class A.
  • 23% of the employees carry out light work of class B.
  • 1% of the employees carry out high rise cleaning of class C.
  • 28% of the employees carry out combined tasks of different classes of work.
  • 65% of the positions are occupied by men and 35% by women.

The Parity Committee

  • In 2017, $1,905,490 was claimed from 659 employers by the Parity Committee for unpaid wages. This amount represents 994 claims. Among these 994 claims, 81 had to be brought to civil court, which represents 8.1%.
  • In 2017, 356 penal proceedings were brought to employers for non-observance of the decree and of the regulations.
  • The Parity Committee met and questioned 1,351 employees on an individual basis. We have also attended 8,851 requests of information from employees or employers.
  • Our two websites (cpeep.qc.ca and cpeep.net) were visited 77,683 times.
  • In 2017, the Parity Committee sent to IA Financial Group - the trustee of our group retirement plan - a total of 4,812,561$. IA Financial Group is managing assets over 25.9 million $ for the pension plan on behalf of 19,625 building service employees registered in our retirement plan.
